Building a Universe: Inside the Massive Ensemble of DC Bounty Hunter: The Frequency Files

Following the momentum of Sleighed by the Spirits, King Jason Media is expanding its cinematic vision with DC Bounty Hunter: The Frequency Files, an independent action-crime drama built around one of its greatest strengths: a large, diverse ensemble of actors portraying memorable characters inspired by the culture, working people, music and energy of Washington, DC.

Rather than building the film around a single star, DC Bounty Hunter introduces audiences to an entire universe of bounty hunters, politicians, law-enforcement officers, doctors, musicians, informants, blue-collar workers and larger-than-life villains whose individual stories intersect throughout the film.

MEET THE CAST – CHARACTER SPOTLIGHTS

At the center of the Fugitive Recovery Agency is Jeremiah “JD” Davis, a former DC sanitation worker who becomes a bounty hunter, but the world surrounding JD continues to grow through an impressive collection of characters.

Angel Terrell stars as Zee Zora Morgan, JD’s fearless partner and one of the central figures of the FRA team. Carlos “Brother Los” Ware portrays Tank Wallace, while Tarik Harris brings Philadelphia flavor to the film as Bishop Rail Runner. Dr. Jay Houston appears as Caleb “Special Delivery” Ward, also known as Stamps, and former Metropolitan Police Department officer Steve Jiggetts portrays Officer Jiggetts, a law-enforcement veteran who becomes part of the bounty-hunting operation.

The film’s expanding blue-collar brotherhood is also represented by Rico Curry as Darius “Repo Man” Banks, a hardworking repossession professional who joins the fight against white-collar crime. Repo Man becomes part of a larger theme within the film: ordinary working men—including sanitation workers, mail carriers, construction workers, electricians, HVAC professionals, bus drivers, firefighters and law-enforcement officers—using their street knowledge, skills and commitment to family to confront corruption operating at much higher levels.

One of the production’s most recognizable additions is Tray Chaney, known to audiences from The Wire, who joins the DC Bounty Hunter universe as Mayor Chuck Chaney. His appearance represents another step forward as the independent production combines established professional talent with emerging actors from Washington, Baltimore, Philadelphia, Virginia and beyond.

The political world of the story grows even larger through Brittany Wood, who takes on the dual challenge of portraying Mayor Victoria Whitaker and her mysterious twin, Nyx “Shadow” Whitaker. Ashleigh Dillon portrays Task Officer Sarah Mercer, while Lisa Sponaugle plays Deputy Attorney General Rebecca Steele, adding additional layers to the government, law-enforcement and political intrigue surrounding the fugitives.

But every bounty hunter story needs unforgettable fugitives.

Leading the film’s criminal underworld is Jamaican actress Donna Marie as the West Indian Empress, the elegant and dangerous mastermind whose influence stretches across the story. Her character carries a massive bounty and serves as one of the primary antagonists of the film.

Standing beside her is martial artist Grandmaster Kirby Sanders as the Hip Hop Warlock, a unique character combining hip-hop culture, martial arts, psychological manipulation and mysticism. Brittany Wood’s Shadow completes the dangerous trio, creating a surreal force that repeatedly challenges JD and Zee—including encounters that move between reality, dreams and psychological warfare. Professional wrestler Jai Cole brings imposing physical presence to the screen as Titan, security and muscle for the West Indian Empress. Brandho Roqueza Linao portrays Vice Grip, one of Metropolitan Police Department’s dirtiest cops, giving the heroes an enemy operating from inside the very system that is supposed to protect the city. The expanding rogues’ gallery also includes Osaren Aghedo as the Nigerian Night Train, a million-dollar fugitive connected to the Empress’ financial operations; Jesse Clinton as Wyatt “Burner” Bell, a dealer targeting wealthy college students; and Frank Sloan as Harlan “Lockbox” Creed.

The film also reaches deeply into JD’s personal world.

Sabriya DeVine portrays JD’s sister, Dr. Ayanna Davis, a physician whose own investigation becomes intertwined with the film’s Devil’s Breath storyline. April Brown portrays JD’s wife, Anita Davis, while Bernice Norwood brings the Davis family foundation to life as Mama D. Young actor Dominic Rios plays one of the film’s youngest and most important FRA characters, demonstrating that the universe extends across generations. The ensemble becomes even more international through Australian actress and award-winning filmmaker Jennifer Monk as Informant Melody, while actress and filmmaker Piyali Roy portrays a U.S. Marshal.

Additional characters continue to give The Frequency Files its unusual depth.

Hosea Williams appears as Speak EZ. Brandi Lyn Dalton portrays Dr. Cassandra Pierce. Mimi Lam enters the universe as Lady Coil. La’Claire V. Cross, a Towson University film student, plays the Florist’s Daughter. Mario T. Cross portrays the florist connected to her storyline. Cashenna Cross appears as Councilwoman Cross. David Norton portrays retired journalist Walter “The Archivist” Graves, a character who repeatedly warns JD about the forces surrounding him.

The cast also includes David Eppstein as rival bounty hunter Ethan Cross and Beck Rosser as Harper Steele, representing competing bounty hunters who repeatedly cross paths with the FRA team.

Behind the actors, cinematographer and executive producer Robert Costner is helping raise the visual standard of the production as DC Bounty Hunter moves into its next phase. The film also incorporates an expanding original soundtrack, continuing King Jason Media’s model of bringing film, music, characters and independent artists together under one creative universe.

That may ultimately be the larger story of DC Bounty Hunter.

It isn’t simply the story of one bounty hunter.

It is the story of a city full of characters.
